REG-IS service

At Volt consulting we know that doing business in the energy sector is not easy and involves many specifics. In addition to the actual production and distribution of electricity and heat, there are various regulatory, legislative and procedural obligations to fulfill. Leave these to us. Take advantage of the REGulatory Information Service, or REG-IS for short, and concentrate on developing your business, because everything else will always be done on time and in full compliance.

We have created the REG-IS service for:

  • producers of electricity from renewable energy sources,
  • producers of heat from renewable energy sources,
  • producers of heat and electricity in highly efficient cogeneration plants,
  • operators of local distribution networks.

Description of the REG-IS Service

Our aim in developing REG-IS was to provide a service to energy companies that would add real value to the challenging process of communicating with market participants. The service is delivered in the form of monthly reports, tailored to the specific plant in terms of capacity, type and location, combining monitoring of changes in the regulatory framework with an up-to-date overview of obligations. It is provided to clients in the form of precise compliance guidance, together with a draft of the relevant documents.

In addition to primary and secondary legislation, represented in particular by:

1.     Act No. 251/2012 Coll. on energy business,

2.    Act No. 250/2012 Coll. on regulation in network industries,

3.    Act No. 309/2009 Coll. on the support of electricity production from RES and CHP,

4.    Act No. 657/2004 Coll. on thermal energy,

5.    Act No. 321/2014 Coll. on energy efficiency,

6.    Act No. 609/2007 Coll. on excise duty on electricity,

7.    Act No 315/2016 Coll. on the register of public sector partners,

8.    Regulation of the Government of the Slovak Republic No. 426/2010 on the levy to the national nuclear fund,

9.    Act No. 207/2024, which establishes the rules of the electricity market,

10.   related implementing decrees of the Ministry of Economy and the Office of the Energy Regulatory Office,

we also monitor and evaluate the relevant operating regulations (Operating Rules and Technical Conditions) of individual market participants:

  • Operator of the Short-Term Electricity Market (OKTE),
  • Slovak Transmission System Operator (SEPS),
  • Operators of the regional distribution systems: ZSD, SSD and VSD,

 

all relevant model contracts and methodological guidelines of individual market participants.

Key outputs of REG-IS

The service includes three outputs:

1. A monthly list of obligations relevant for a specific producer in the following calendar month, depending on the type of installation, installed capacity, technology used and region where the energy installation is located.

This list contains specific instructions for the fulfillment of all administrative obligations for a given calendar month.

It includes:

a)  a definition of the data required,

b)  the deadline, recipient and method of providing the required information, including the identification of the information interfaces (letter, request, e-mail, data entry into the system, etc.),

c)  a draft of the accompanying communication, including a list of all required attachments,

d)  the provision of model forms, if properly defined, for the fulfillment of the specific obligation.

These forms are prepared based on the data provided by the Customer when signing the Contract (Annex 2 of the Standard Contract) or its amendments.

The above list of obligations and the related specific instructions are typically sent on the 15th of the month and cover all the obligations for the following calendar month. If an obligation is due within the first 3 days of the month, it is included in the list of obligations one month earlier.                                                                            

In practice, this means that the client is notified of each administrative obligation at least 3 weeks before its due date, together with a proposal for its procedural fulfillment.

2. On-line assistance and procedural recommendations in the case of an ad hoc request, or when the client requests assistance in the form of a check of the internal consistency of the data provided. Each request will be processed within 24 hours after the necessary information has been provided.

3. A list of changes to the regulatory framework, indicating the impact on the client's business, as well as information on current legislative procedures.

Služba REG-IS ako proces

Služba zahŕňa sústavný, pravidelný monitoring všetkých prebiehajúcich a uskutočnených zmien v energetike.

Vykonávaný je:

  • vlastným monitoringom relevantných portálov,
  • špecifickým právnym monitoringom externej právnej kancelárie, zameraným na priame a najmä nepriame zmeny v energetickej legislatíve,
  • priebežnými konzultáciami s predstaviteľmi jednotlivých účastníkov trhu,
  • pravidelnou a aktívnou komunikáciu s klientmi.

Všetky uvedené vstupy vyhodnocujeme a zaraďujeme do dedikovaného softvérového nástroja, slúžiaceho na evidenciu požiadaviek, v závislosti od veľkosti a typu zdroja, ako aj od jeho umiestnenia a iných parametrov.

Správa REG-IS pre kalendárny mesiac M je spracovaná a distribuovaná podľa nasledovného harmonogramu:

  • interné schválenie správy REG-IS najneskôr T=D12.M-1,
  • zaslanie elektronicky klientom T=D15.M-1,
  • zohľadnenie T=D1.M. ako T=D31.M-1
  • pripomienka (po dohode s klientom) - T= prvý pracovný deň mesiaca M.

REG-IS je garantovanou službou

Poradenskú službu REG-IS poskytujeme v zmysle zmluvy s najvyššou mierou zodpovednosti a dôslednosti pre každého jedného klienta. Ako jej poskytovateľ máme riadne poistenú profesionálnu zodpovednosť, na úrovni 2 miliónov EUR. Poistenie kryje: finančné škody spôsobené klientovi opomenutím alebo nedbanlivosťou poskytovateľa (pokuty).
